There is a lot going on with these older buildings- You can just make out the faded advertisements.

    reminds me of some of the buildings in cincinnati - the ones with the faded painted on billboards. especially in O.T.R. etc.

    Actually, it probably says "defense d'afficher", which means "don't hang advertisements on our building!".
